Circle’s first strategic plan will guide our work in the coming years. We are releasing this plan as we mark an important transition from our roots as a rapidly-scaling startup to an award-winning organization that is quickly becoming a leader in the affordable housing sector.
This plan was developed through a series of sessions with Circle’s board, staff, and tenant advisors, and that collaborative spirit shines through. Our top priorities in the coming years include providing exemplary service, growing our tenant engagement, exploring opportunities to increase our housing stock, and strengthening our foundations for a stable and thriving future.

- Create and deliver the highest maintenance and tenant service standards and uphold a state of good repair across our portfolio
- Develop an energy efficiency and environmental stewardship plan for implementation across our properties
- Undertake long-term sustainable asset management planning to map out a 20-year portfolio stewardship plan and cycle

- Seek out and promote benefits, opportunities and resources that tenants identify as important to their financial resilience and agency
- Explore and consider options to integrate vulnerable, at-risk housing into Circle’s portfolio (including financially vulnerable non-profit housing and affordable market housing facing speculative pressures)
- Identify pathways for tenants to access a broader continuum of housing that meets their changing needs
- Undertake an assessment of Circle’s role in the collaborative development of new innovative housing solutions within Circle’s housing stock and beyond
